Aims and Objectives

General Aims for Second Level Education

Second level education shall involve a deepening of knowledge, skills and abilities relative to first level education and, in addition to what applies to first level education, shall
- further develop the students' ability to independently integrate and use knowledge;
- develop the students' ability to deal with complex phenomena, issues and situations; and
- develop the students' potential for professional activities that demand considerable independence or for research and development work.

Course Objectives

After the course the student should
- be able to understand and analyze theories and practices on ICT based communication
- be able to understand and describe the use of information- and communication technology (ICT) within the public sector (functionalities, usability, use patterns)
- be able to apply and demonstrate knowledge gained on Design for All (i.e. aspects of communication that are of particular importance for public sector such as usability and accessibility for citizens with special needs)
- be able to describe and critically analyze effects of ICT in public sector
- have the ability to critically examine and assess information on the Internet
- have an advanced ability to describe and analyze the ethical dimensions of the Internet


Main Content of the Course

The course consists of four parts:
1. Communication using ICT. Theory and practice.
2. How to handle ICT based communication; functionalities, usability, and use patterns.
3. Design for all. Aspects of communications relevant for the public sector, e.g. accessibility for people with special needs.
4. Effects of ICT in the public sector.


Teaching Methods

Teaching is in the form of lectures, seminars and project tasks. Participation in seminars is mandatory.

Students who have been admitted to and registered on a course have the right to receive tuition and/or supervision for the duration of the time period specified for the particular course to which they were accepted (see, the university's admission regulations (in Swedish)). After that, the right to receive tuition and/or supervision expires.


Examination Methods

Project Tasks, 3 higher education credits. (Code: 0100)
Project tasks that are demonstrated and documented: User requirements, functionalities, usability and use patterns.
Design for all.
Written Report, 4.5 higher education credits. (Code: 0200)
The written report consists of theories on ICT Communication and effects of ICT in public sector.

Grades

Unless otherwise prescribed in the course syllabus, a grade is to be awarded on completion of a course. The grade is to be determined by a teacher specifically appointed by the higher education institution (an examiner) (Chapter 6, Section 18, Higher Education Ordinance).

Unless the higher education institution prescribes another grading system, one of the following grades is to be used: fail, pass, or pass with distinction (Chapter 6, Section 19, Higher Education Ordinance).

Grades used on course are Fail (U), Pass (G) or Pass with Distinction (VG).

Project Tasks
Grades used are Fail (U), Pass (G) or Pass with Distinction (VG).
Written Report
Grades used are Fail (U), Pass (G) or Pass with Distinction (VG).

Special Eligibility and Other Requirements

Completed studies corresponding to 180 higher education credits from an institution of higher education or 90 higher education credits in one major subject: basic, intermediate and advanced level. This course also requires a completed course in Informatics, eGovernment 7,5 higher education credits, Second Level or equivalent.

Transfer of Credits for Previous Studies

Students who have previously completed higher education or other activities are, in accordance with the Higher Education Ordinance, entitled to have these credited towards the current programme, providing that the previous studies or activities meet certain criteria.

Other Regulations

Grades:
Grades used on course are Fail (U), Pass (G) or Pass with distinction (VG). Demonstration of project tasks and the written report are given the grade Fail, Pass or Pass with distinction. In order to receive the grade Pass with distinction for the entire course the demonstration of project tasks and the written report shall be passed with distinction.

Remaining tasks should be completed as soon as possible according to the teacher´s instructions.
